BAOBAB MALL ON KAMLOOPS ROAD SHUT DOWN OVER LACK OF OCCUPATION CERTIFICATE

A joint inspection by key regulatory bodies in the built environment sector has led to the temporary closure of Baobab Mall, located at the intersection of Kamloops road and Great East Road in Lusaka, for operating without an occupation certificate.

The inspection, carried out by the Zambia Institute of Architects (ZIA), the Engineers Institute of Zambia (EIZ), the Lusaka City Council (LCC), and supported by the Zambia Police, targeted several construction sites and developments across the capital.

Authorities found that Baobab Mall, was open to the public without the required occupation certificate duly approved by certified professionals and the local authority, in violation of building regulations.

As a result, the Lusaka City Council issued an order to close the facility and directed the owners to address all compliance issues within 28 days and failure to do so could lead to the issuance of a demolition order, as the development would not meet the legal standards set by Zambian law.

Zambia Institute of Architects (ZIA) President Musunka Silungwe reiterated the President’s position that anyone who breaks the law does so at their own risk.

He said that while Zambia welcomes investment from around the world, all investors are expected to respect and comply with the country’s legal and professional standards.

Mr. Silungwe emphasized that adherence to building and safety regulations is non-negotiable, stressing that the law applies equally to both local and foreign developers.

He further urged foreign investors to uphold the same levels of compliance they would observe in their home countries, adding that the aim of the inspections is to ensure safety, order, and professionalism in the construction sector not to hinder business operations.
