
Civil society organisations have expressed deep concern over the Government’s continued silence regarding the contents of the Zambia–United States Health Aid Memorandum of Understanding and the alleged Bilateral Compact Agreement linked to mineral resources.
In a joint statement, Executive Director of LCK Freedom Foundation, Linda Kasonde, said the failure to publicly disclose the agreements raises serious constitutional, economic, and governance questions.
The CSOs argue that matters touching on Zambia’s health system, mineral wealth, and national sovereignty cannot be handled without transparency and parliamentary oversight.
They have called for the immediate publication of the full texts of the agreements and urged the Government to address the nation openly, stating that access to health support must not be tied to arrangements that compromise the country’s strategic resources.
The CSOs include Alliance for Community Action, Chapter One Foundation, LCK Chambers, and Transparency International Zambia.
On 17th November 2025, the Ministry of Health signed a Memorandum of Understanding with the United States Government, under which the US is expected to commit approximately 1 billion United States dollars in support to Zambia’s health sector over a five-year period beginning April 2026.
