CHONGWE MAN ARRESTED OVER ALLEGED CYBER ATTACK ON PRESIDENT HH

The Zambia Police Service has arrested a 48-year-old man of Chongwe District for alleged cyber offences involving the publication of abusive and indecent content targeting the President and senior government officials.

According to Zambia Police Public Relations Officer Godfrey Chilabi, the suspect, Victor Chisanga, was apprehended on 2nd July 2026 in Chipata District during an intelligence-led operation conducted by the Zambia Police Service, the Anti-Cyber Crime Unit, and the Zambia Cyber Security Agency.

Police say the suspect allegedly published and transmitted vulgar, indecent, and abusive electronic content on social media between May and June 2026, targeting the President of the Republic of Zambia and Commander-in-Chief of the Defence Force, Hakainde Hichilema, as well as the Chairperson of the Electoral Commission of Zambia, Mwangala Zaloumis, and the Permanent Secretary in the Ministry of Information and Media, Thabo Kawana.

The suspect has been charged with harassment and humiliation under Section 22 of the Cyber Crimes Act No. 4 of 2025 and remains in police custody.

Investigations into the matter are ongoing.

The Zambia Police Service has since reminded members of the public to use social media responsibly, stating that while freedom of expression is guaranteed under the Constitution, it must be exercised within the confines of the law and should not be used to publish content that is abusive, unlawful, or that undermines public morality and safety.
