ZRA REVEALS ALARMING TAX COMPLIANCE GAPS

Zambia Revenue Authority (ZRA) Director General Dingani Banda has disclosed that only 983 taxpayers about 0.2 percent of the 475,494 active taxpayer base contributed 80 percent of the gross revenue collected in 2024.

Speaking at a tax sensitization symposium meeting, Mr. Banda has attributed the stagnant tax-to-GDP ratio, which has remained at 17.2 percent for over a decade, to widespread non-compliance.

He notes that the trend continues to hinder government efforts to raise the ratio to 21 percent.

And Centre for Trade Policy and Development (CTPD) Vice Board Chairperson Brian Mwiinga has called for more inclusive tax administration.

Mr. Mwiinga has emphasized the need for public participation particularly from non-state actors in shaping tax policy.
