ZPPA SUSPENDS CONTRACTOR OVER FAILURE TO DELIVER CCTV PROJECT AT CHIMWEMWE LEVEL TWO HOSPITAL.

The Zambia Public Procurement Authority (ZPPA) has suspended Eligands Technologies from participating in public procurement for one year due to underperformance on a contract awarded by Chimwemwe Level Two Hospital.
The suspension, which takes effect from 21 April 2026, follows an investigation into the company’s failure to fulfill contractual obligations related to the installation of 11 Closed Circuit Television (CCTV) cameras at the hospital.
ZPPA Principal Officer – Public Relations Iñutu Mushambatwa Says the project, valued at K66,750, was meant to cover key areas including the main pharmacy, pharmacy store, maternity ward, radiology department, and kitchen.
Ms. Mushambatwa says investigation instituted in March 2026 after a complaint from Chimwemwe Level Two Hospital revealed that Eligands Technologies received an advance payment of K36,750. However, the company only supplied cables worth K3,888 and did not proceed with the installation of the CCTV cameras.
ZPPA has since directed the contractor to refund the hospital the advance payment, less the value of the materials supplied, citing partial delivery of the contract.
