ZAMSTATS MISAPPROPRIATED OVER K10 MILLION IN CENSUS FUNDS – AG REPORT

The Auditor General’s report for the financial year ending December 31, 2023, has highlighted significant financial mismanagement within the Zambia Statistics Agency (ZamStats). The report reveals that over K10 million allocated for the 2022 National Census was misappropriated, with funds diverted to cover foreign travel allowances, settling-in allowances, and other unauthorized expenses. This misallocation of resources raises serious concerns about the internal controls and financial governance within ZamStats.

The report further details that ZamStats engaged four suppliers for the procurement of various goods and services totaling K55 million and $10 million without obtaining the necessary clearance from the Attorney General, a clear violation of procurement procedures. Among the suppliers were Rapidus Sourcing Africa Ltd and Honda Zambia Ltd, contracted for the supply and delivery of 400 motorbikes, and Shanyos Zambia Ltd, engaged for the procurement of 30,000 tablets. These transactions were carried out without the requisite legal oversight, raising questions about the transparency and accountability of the procurement process.

The lack of proper financial oversight and adherence to legal protocols has not only led to the misappropriation of funds but also undermined public trust in ZamStats’ ability to manage resources effectively. The procurement of goods and services without legal clearance suggests a possible deliberate attempt to circumvent established procedures, which could indicate deeper systemic issues within the agency.

The Auditor General’s findings underscore the urgent need for enhanced financial oversight and stricter enforcement of accountability measures within parastatal bodies. It is imperative that ZamStats, along with other statutory institutions, implement robust internal controls to prevent such financial irregularities in the future. This includes comprehensive audits, transparent procurement processes, and stringent adherence to legal and regulatory requirements.

Moreover, the report calls for immediate action from relevant authorities to investigate the extent of the misappropriation and hold those responsible accountable. Ensuring that public funds are utilized appropriately and in accordance with established regulations is crucial for maintaining public confidence and ensuring the integrity of national institutions.

The findings of this report should serve as a wake-up call for all parastatal bodies to reassess their financial management practices and prioritize transparency and accountability. By addressing these issues head-on, Zambia can work towards fostering a culture of integrity and efficiency within its public institutions, ultimately contributing to better governance and public service delivery.
