
Chief Government Spokesperson Cornelius Mweetwa says the Constitution Amendment Bill No. 7 of 2025 will usher in a new constitutional framework, stating that Government is not going to lose the Bill as it comes up for debate in Parliament on Monday, December 15, 2025.
The Bill is scheduled for its second reading.
Speaking at a press briefing, Mr. Mweetwa said the Bill will promote broader and more inclusive participation of youths and women in decision-making.
He said attempts to block the Bill are politically motivated.
However, some opposition Patriotic Front (PF) members have argued that they will not support the Bill, alleging that it is illegal.
PF Legal Affairs Chairperson George Chisanga has disclosed that some PF MPs and independent Members of Parliament will not attend the second reading of the Bill.
Meanwhile, Citizens First President Harry Kalaba has urged MPs to use their wisdom and conscience when voting on the Bill.
Currently, the House is composed of four political parties and several independent members. The ruling United Party for National Development (UPND) holds the majority with over 80 seats, followed by the Patriotic Front (PF) with over 50 seats, while the National Unity Party (PNUP) and the National Congress Party each hold one seat.
