The Anti-Corruption Commission (ACC) says properties belonging to former Lusaka Province Minister Bowman Lusambo remain forfeited to the State, despite the Commission discontinuing a forfeiture application before the Lusaka High Court’s Economic and Financial Crimes Court.
The properties in question, located in Lusaka’s Chamba Valley, include a single-storey four-bedroom house, a guest wing, and an incomplete block of six flats
In a statement, ACC Acting Head of Communications, Chilufya Chisanga has explained that the properties had already been forfeited to the State by the Economic and Financial Crimes Court at the Lusaka Magistrate’s Court.
Ms. Chisanga says in September 2025, the court convicted and sentenced Mr. Lusambo to three years’ imprisonment with hard labour.
In December 2025, the same court ordered that Mr. Lusambo’s properties be forfeited to the State pursuant to Section 10 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
She has further explained that while the criminal matter was ongoing, the ACC had initiated Non-Conviction-Based forfeiture proceedings in the High Court under Section 31 of the same Act.
However, following Mr. Lusambo’s conviction and the subsequent forfeiture of his properties to the State, the Commission found it necessary to discontinue the High Court proceedings as they had been rendered academic.
The Commission has since assured members of the public that Mr. Lusambo’s Chamba Valley properties remain forfeited to the State.
