
The Zambia Medicines Regulatory Authority (ZAMRA), working jointly with the Zambia Police Service, has secured convictions against two individuals and one company for offences committed under the Medicines and Allied Substances Act No. 3 of 2013.
In the first case, a 34-year-old woman from Rufunsa District was convicted for operating an unauthorized health shop. Ms. Munisaka Tina Jendo was arrested on March 23, 2025, after ZAMRA inspectors, accompanied by police officers, discovered that she was operating Kindly Care Health Shop at Mpanshya Market without a valid Health Shop Permit. The offence contravened Section 14(1) of the Act. On January 22, 2026, the Lusaka Subordinate Court, presided over by Honourable Hibrahim Kamanga, found Ms. Jendo guilty and imposed a fine of K43,000 or, in default, nine months’ simple imprisonment.
In a separate matter, Mr. Howard Lungu, a 48-year-old resident of Chongwe District, was convicted for illegally manufacturing and distributing herbal medicines without a pharmaceutical licence. Mr. Lungu was apprehended on October 23, 2024, for breaching Sections 33 and 39(1) of the Medicines and Allied Substances Act. He appeared before the Lusaka Subordinate Court, where Honourable Mungala convicted him on January 20, 2026, and sentenced him to a fine of K30,000 or nine months’ imprisonment in default of payment.
Meanwhile, AGRISERVE Zambia Limited was found guilty of deceptive labelling and the sale and supply of expired medicines and allied substances. The offences, contrary to Sections 60(1) and (2) and Sections 61(1) and (2) of the Act, were committed on or about May 16, 2022, at the company’s premises in Tiyende Pamodzi, Showgrounds, Lusaka. On January 20, 2026, the Lusaka Subordinate Court, presided over by Honourable Kasanda, fined the company K20,000.
ZAMRA has reiterated its commitment to safeguarding public health by ensuring that only registered and compliant pharmaceutical outlets operate in Zambia. The Authority emphasized that strict enforcement of the law is necessary to protect the public from unsafe, substandard, and potentially harmful medical products.
