As police officers keep vigil of the disputed Kampasa land in Chongwe district, some early settlers have accused consecutive governments of duping them.
The residents claim that subsequent governments have continued to use the disputed land as a campaign tool, without fulfilling promises of giving them back the land which was grabbed from them.
Police on Tuesday arrested four people in connection with encroaching on the land belonging to Galunia Holdings.
Early this week, over 1,500 residents of Kampasa shared residential plots on the controversial land, barely a few weeks after five people were detained by police over illegal land allocation.
In 2013 three people were shot dead by security officers during a scuffle over the same land.
