HH AUTHORISES MINING LOCAL CONTENT SI INTO LAW

President Hakainde Hichilema has authorised the signing of the Mining Local Content Statutory Instrument (SI) into law, marking a major step toward increasing Zambian participation in the mining sector.

The Mineral Local Content Statutory Instrument (SI) aims to increase Zambian participation and economic benefits from the mining sector by requiring mining companies to prioritize local goods, services, and labor.

The SI will establish legal obligations for procurement from local suppliers and contractors, ensure employment of Zambian citizens, and promote supplier development programs, ultimately boosting job creation and fostering inclusive economic growth.

Speaking during the official opening of the second edition of the Zambia Mining and Investment Insaka in Lusaka on Thursday, October 9, 2025, President Hichilema says the new law should not be viewed negatively by investors, but rather as a measure aimed at strengthening local ownership and participation in the mining value chain.

He has cautioned that the government will not tolerate the supply of substandard goods and services to the mines, urging local suppliers to collaborate with others when they lack the necessary expertise or capacity.

The Head of State has further appealed to mining companies to ensure timely payment to suppliers who meet the required quality standards, stressing that fair business practices are key to fostering a sustainable and inclusive mining industry.
