FREEDOM OF EXPRESSION VITAL FOR POLITICAL PARTICIPATION—UN SPECIAL RAPPORTEUR

The United Nations (UN) Special Rapporteur on Freedom of Expression and Opinion, Irene Khan, has underscored the fundamental role of freedom of expression in fostering political participation and democratic governance.

During her visit to the First Deputy Speaker of the National Assembly in Lusaka, Ms. Khan emphasized that a parliament that actively upholds and protects freedom of expression plays a crucial role in ensuring that citizens can freely engage in political discussions, voice their opinions, and contribute to national decision-making processes. She noted that without this essential freedom, democratic institutions may weaken, leading to reduced political engagement and diminished public trust in governance.

Ms. Khan further explained that freedom of expression is not just a basic human right but also a necessary foundation for democracy. A society where individuals, journalists, and civil society organizations can express their views without fear of censorship or retribution fosters greater transparency, accountability, and public trust in institutions. She also highlighted the role of the media in providing accurate information, facilitating public debate, and ensuring that diverse perspectives are represented in national conversations.

Expressing optimism about the impact of her visit, Ms. Khan stated that the report stemming from her findings will serve as a key reference point for evaluating the current state of freedom of expression and opinion in Zambia. Once adopted, the report is expected to provide a comprehensive assessment of existing challenges and opportunities, offering practical recommendations for enhancing protections for free speech and media freedom in the country.

Her visit comes at a time when Zambia continues to navigate discussions on media regulations, press freedoms, and digital rights. As these issues remain central to the country’s democratic development, the findings of Ms. Khan’s report are expected to contribute to ongoing policy discussions and reforms aimed at fostering a more inclusive, open, and participatory political environment.
