He passed away on Monday evening at 20:35 local time while on official duty.
According to a statement issued by the Deputy Clerk (Administration), Loverness Mayaka, Mr Ngulube had travelled to Uzbekistan alongside the Speaker of the National Assembly to attend the 150th Inter-Parliamentary Union (IPU) Assembly and related meetings.
Speaker of the National Assembly, Nelly Mutti, expressed deep sorrow over Mr Ngulube’s passing, describing it as a shocking and saddening loss.
Mr Ngulube’s public service career spanned more than three decades, with the majority of his work dedicated to the National Assembly.
He joined Parliament in 2002 and held several key roles, including Assistant Committee Clerk, Executive Assistant to the Secretary General of the SADC Parliamentary Forum, and Executive Assistant to the Speaker.
He later served as Deputy Clerk in both the procedural and administrative arms of Parliament before being appointed Clerk of the National Assembly in September 2023.
