The Electoral Commissions Forum of SADC Countries (ECF-SADC) has called for continued electoral reforms in Zambia following the August 13, 2026 general election.
In its preliminary statement, the regional observer mission says the election was generally well conducted and peaceful, while identifying areas that require improvement to strengthen future electoral processes.
The mission commends the Electoral Commission of Zambia (ECZ) for its operational and logistical preparedness, noting that timely procurement of election materials and government funding contributed to the organisation of the polls.
However, ECF-SADC says the failure to deploy voter verification devices on election day was a missed opportunity, particularly given their use during the 2021 general election.
The mission also raises concerns over gaps in the legal framework governing political parties and campaign financing, as well as public perceptions regarding the independence of the ECZ.
On polling day, ECF-SADC says most polling stations opened on time, while voting was generally calm and orderly. However, some stations experienced delays due to late delivery of materials, while challenges relating to accessibility for persons with disabilities were also observed.
The mission says the counting and announcement of results were largely transparent and peaceful, although the temporary suspension of the counting process on August 14 over security concerns created uncertainty among stakeholders.
ECF-SADC says it found no evidence of systemic irregularities in the tallying process but stresses the need for clear communication during critical stages of the electoral process.
The observer mission recommends improvements in voter education, stakeholder engagement, political party funding and campaign conduct. It also calls on the ECZ to improve accessibility for persons with disabilities and ensure equitable media access for political parties.
ECF-SADC has commended Zambian voters and other stakeholders for their commitment and patience, while urging authorities to continue with reforms aimed at strengthening the country’s democratic process.
